Bureau of Environmental Services is updating the Stormwater Management Manual

The City of Portland’s Bureau of Environmental Services updates its Stormwater Management Manual (SWMM) every few years. You’ve received this message because you’ve been identified as someone who may be interested in reviewing and commenting on the updates proposed for 2020.

Along with the SWMM, BES is also updating Title 17.38, the code that provides the authority for the SWMM, the Maintenance Inspection Program (MIP), and the Source Control Manual (SCM).

The SWMM applies to development that constructs or alters impervious area including:

  • Certain paving projects in the public right-of-way

  • Parcel-based development on public and private properties

The SWMM also applies to properties that have drainageways.

NEXT STEPS

The SWMM draft and proposed code will be available for public comment beginning May 18, 2020 and ending at 5:00 p.m. Friday, June 19, 2020.

The public comment materials can be found at www.portlandoregon.gov/bes/2020SWMM. Available information includes:

  • Draft 2020 SWMM for public comment.

  • Draft Title 17.38 for public comment.

  • Summary of Changes: a document that walks through the SWMM and 17.38 and describes changes in each section.

  • PAC BETA version: a beta version of the Presumptive Approach Calculator (coming soon)

There are five opportunities to learn more about the changes (this information is also available on the website).

We will hold a public hearing by request only from 4-5 p.m. Thursday, June 4, 2020. BES must receive a request to hold a public hearing no later than 5 p.m. Wednesday, May 27 or the hearing will be canceled. Schedule

  • May 18, 2020, 8:00 am: Public comment opens.

  • June 19, 2020, 5:00 pm: Public comment closes.

  • July – September: Revisions.

  • August/September: City Council hearing for 17.38 changes.

  • October – December: The implementation period begins — a three-month grace period for projects.
